"Holbrooke isn't the only one to play the old "talk to the Taliban" tune as if it were this summer's hit. British Foreign Secretary David Milliband has also urged NATO to bring the Taliban "into the picture" -- a stance Secretary of State Hillary Clinton praised this week. ..
"All are quick to add that they only mean to talk to the "moderate Taliban" -- an oxymoron.
The trouble is that, thanks to the Obama administration's failure to develop a credible strategy in Afghanistan, the Taliban are very much in the picture..."

It could have been the first step toward a federal and parliamentary system of government that would allow the country's 18 ethnic groups to share power.
